In 2014, the government introduced in legislation a target for England to improve as many ‘fuel poor’ homes as is reasonably practicable to a minimum energy efficiency rating of Band C, by the end of 2030.
Targets help sustain momentum, demonstrate commitment and drive policy action.
They also provide an accountability framework and create the trust and certainty necessary for investment and workforce development.
However, a more comprehensive target is required and should include risk-based assessments of vulnerability such as health status, disability, household consumption and lived experiences.
